(1) The Government of Nepal may provide that all or some of the provisions of this Act or the rules made under this Act shall not be applicable to foreigners of any class, caste, caste or nationality or shall be applicable only under specified conditions.

(2) If the Government of Nepal feels that the entry, presence or departure of any foreigner within Nepal ………… may be detrimental to the national interest, it may prohibit the entry, presence or departure of such foreigner.
